A. BackgroundEducation is essentially a process of maturation quality of life.Through this process, human is expected to understand what’s the meaning oflife, and for what and how to live the life correctly. That’s why the focus ofeducation is directed at the formation of a superior personality with emphasison the maturation process of the quality of logic, heart, character, and faith. The highlight of education is reachingthe point of perfection on life quality. (Dedi Mulyasana, 2011, p 2).Education is one way of educating the nation. Education fullycontributes in improving the quality of human development.
Human quality shouldbe improved, because the global competition is increasingly high. In thisglobal competition, only qualified human will survive. For the youngergeneration, they should always be educated and guided to develop their skillsand prepare themselves optimally in the global world.The quality and good education is a hope of every society. Qualityeducation will produce quality human resources as high quality human resourcesis the motor of development of the nation. Education is one way to develop thepotential of learners as stated in Law No.
20 of 2003 on National EducationSystem which explains that: “Education is a conscious and deliberateeffort to create an atmosphere of learning and the learning process so thatlearners are actively developing the potential for him/her to have the power ofspiritual religious, self-knowledge, personality, intelligence noble character,and skills needed by him/her, society, nation and country “. It is relatedto the educational goals of Indonesia as stated in the foundation of Pancasilaand the Basic Law states that the intellectual life of the nation and developfully human faith and devoted to God Almighty and noble character, knowledgeand skills, physical and spiritual health, steady and independent personality,and sense of social responsibility and nationality.Law of the Republic of Indonesia No. 20 of 2003 on National EducationSystem Chapter II, Section 3, states that: “The national education servesto develop the ability and character development and civilization of thenation’s dignity in the context of the intellectual life of the nation, isaimed at developing students’ potentials to become a man of faith and devotedto God Almighty, noble, healthy, knowledgeable, skilled, creative, independent,and become democratic citizens and responsible “.Education is one of the keys in advance of a nation. That is why thequality of education needs to be prioritized in the form of qualified humanresources for the betterment of the nation. In this case, it is a necessary tolearn what factors affect the quality of education. After that, it can bedetermined ways to create quality education.
As a national ideology, Pancasilaplays an important role in creating a quality education. Therefore, keep inmind also about how Pancasila can be a part of achieving quality education. B.
Problem FormulationBased on the description written above, the author formulate thefollowing issues. What are the factors that affect the quality of education? What efforts that should be done to achieve quality education? What are Pancasila roles in achieving quality education? C. PurposeBased on the background and the problem formulations above, this paperis written with the following purposes. To find out the factors that affect the quality of education. To find out the effort to achieve quality education. To find out the roles of Pancasila in achieving quality education. D. Benefit The paper was written in order to be useful for the readers inincreasing their knowledge about quality education, especially on the factorsthat affect the quality of education, how to achieve quality education, and theroles of Pancasila in achieving it.
CHAPTER IIDISCUSSION A. Factors that Affects The Qualityof EducationEstablishment of quality educationcan not be separated from the factors that affect the quality of educationitself. Here are the factors that affect the quality of education according toDjauzak Ahmad.1) StudentWhich cover :a) AbilityThe ability here means physically and mentally able to participate inthe learning system.
Students who temporal less healthy or even abnormal, itwould impede the course of the learning process unless it is incorporated intocertain schools that are in accordance with the circumstances.b) EnvironmentWhether good or bad environmental where the students grow up has a greateffect on growth and development of them. The environment includes economicsand socio-cultural, such as the family and the wider, like community, and alsothe natural environment or geographical circumstances in which they lived.2) TeacherWhich include:a) AbilityAs well as the students, the teacher is the same, it must have theability both physically and spiritually so that teaching can be carried outsmoothly, and has positive implications on learning outcomes.b) Educational BackgroundEach level of education passed by someone is a good debriefing tocontinue to higher education or to be implemented into a job. Similarly, whensomeone is going to be a teacher, he/she should be competent in their field andhave obtained all the good diplomas according to thir field.
c) Work ExperienceAccording to Ngalim Purwanto, “In general, any new teachers,especially new teachers that just graduated from school and went to work, willfind a lot of shortcomings, especially in the experience, compared with thesenior teachers that more experienced. However, we should not assume that anyteacher who has long taught, or maybe the opposite, that new teachers have awider knowledge and up to date and very useful for the development and progressin school “.d) Learning ExpensesLearning expenses here means is that anyone who teaches does not mean hestops learning but instead he had to learn and more to find information for theprogress of his education and for his students. e) Discipline and CreativityA teacher who discipline willcommitted to his job, so he was always ready for continuous professionaldevelopment, so that knowledge and skills are not old-fashioned. A teacher whois creative tends to has its own values ??in the hearts of every student.3) Curriculum Pancasilaand Citizenship Education become one of the compulsory subjects and importantin anticipating the negative cultural values ??as the impact of globalization.
In addition, the curriculum should prioritizes moral education to the students,such as raise the awareness of human rights in a common life, especially inIndonesia, which has the country’s cultural diversity.4) Facilities and InfrastructureTo gain fluency in the learning process that has been planned, then theinfrastructure should be complete. Facilities and infrastructure include props,practice tools, laboratory, library, skills, infirmary, offices, buildings andfurnishings.5) Teaching and learning processThing that must be considered ismaterials mastery by teachers. Moreover, the method and what props used byteachers in teaching.
Methods and props used should be interesting forstudents, so that the learning process can be fun and not boring. Anotherimportant thing in this process is the evaluation, to test memory and learningability of students.B.
Efforts to Achieve QualityEducationBased on the factors that affectthe quality of education above, the following efforts should be made to achievequality education.1) Teacher ImprovementTeachers have a very important andstrategic position in the developing the potential of the learners. To improvethe professionalism of teachers in the learning, it needs to be improvedthrough the following ways:a) Following UpgradingUpgrading is an education andtraining for teachers. Upgrading activities itself aimed to:· Enhance the quality of personnel as their own profession.· Improving the efficiency of work towards the achievement of optimalresults.
· Work development and improved welfare excitement.So upgrading it can increase the effectiveness and efficiency of work,expertise and improve education, especially to deal with the flow ofglobalization.b) Following Education Course andClassesThis will add knowledge, while thecourses usually include education of Arabic and English and computer skills.c) Multiply ReadingBeing a professional teacher isnot only a master or read only based on one or a few books only, professionalteachers should read a lot of variety of books to add resource materials to bedelivered so as educators will not lack of knowledge and information thatappears and develop within society.d) Visits to Other Schools(Comparative Study)A very important thing of ateacher is visits between schools that will broaden knowledge, exchange ideasand information about the progress of the school. This will increase andcomplement their knowledge and to speak against the problems and shortcomingsso that improvement of education will be achieved quickly.
2) Material ImprovementIn order to improve education, theimprovement of materials is essential to broaden knowledge. This will enablelearners to profess and practice the knowledge that has been acquired properly.Educators must master the material with added ingredients or other relevantsources that more actual. So that students are interested and motivated tolearn the lesson.3) An Increase in The Use of MethodThe method is a tool used toachieve the goal, then as one indicator in improving the quality of education,it needs an increase in the use of the method. Which means, not invent orcreate a new method, but how its application or its use in accordance with thematerial presented, so it can gain the satisfactory results in the learningprocess. The use of these methods should be varied in accordance with thematerial to delivered so that students will not feel tired and bored ormonotonous.
4) Improved MeansMeans are tools or methods andtechniques used in order to improve the effectiveness of communication andeducational interaction between teachers and students in the educationalprocess and teaching in schools. In terms of these facilities need to beconsidered the efforts to increase as follows:a) Deep understanding of thefunctions or utility of educational mediab) Understand the proper use ofeducational media in teaching interactionc) Making process of the media shouldbe simple and easyd) Choosing the right media inaccordance with the purpose and content of the material to be taught.All schools includes equipment andsupplies on infrastructure, is described in the book “EducationAdministration” composed by Tim Lecturer IP Teachers’ Training CollegeMalang that explains: school facility includes all equipment and supplies aredirectly used in the educational process in the school, for example: schools (school building), room table, chairs, props, and others. While theinfrastructure is all the components that it indirectly supports the course ofthe learning process or schooling, for example: the road to the school, schoolgrounds, the school rules and everything pertaining to the school. 5) Improving The Quality of LearningIn each of the learning processexperienced by learners not always smoothly as expected, sometimes experiencesdifficulties or barriers in learning. These constraints need to be solved by avariety of efforts as follows:a) Giving StimulusInterest in learning of someone isin touch with one’s feelings. Education should use appropriate methods tostimulate interest in learning and studying in terms of both language and mimicof the face by varying each of the methods used. Therefore, educator orinstitution can give or providefacilities and infrastructure, so that learners can receive experience toplease the learners so it can makestudents to learn with the spirits.
b) Giving MotivationMotivation is an encouragement forlearners to foster and make them integrally talent in the world of learning. Motivation is a major driving forces inthe process of learning, motivation given to the learner can be:· Giving awards.· Giving punishment.· Hold a competition and race. C. Pancasila Role in AchievingQuality EducationPancasila is an ideology and alsothe nation’s identity.
Characteristic of Indonesia portrayed in principles ofPancasila. Thus, Pancasila is also crucial in the achieving of a qualityeducation. Pancasila is the basis for the Indonesian people in managing theirlives, including managing education. Pancasila is the basis of nationaleducation as stated in Law No. 20 of 2003 Chapter 2 About the NationalEducation System, which reads: The National Education based on Pancasila andthe Constitution of the Republic of Indonesia Year 1945.In each of Pancasila, which implicitly contained explaination aboutPancasila role in efforts to achieve quality education, which is as follows:1) Belief in The One and Only God (KetuhananYang Maha Esa)From these precepts we are taught to believe in one God.
Where peopleare taught to take care of their religious affairs without interfering inreligious affairs of others. With only one God, we as a religion will learnabout how we worship our Lord, of its properties. That way we know what comesfrom our Lord, so that our direction will be more focused by referring to whathas been taught by the previous figures.In the Pancasila education teaches to carry out education in accordancewith instructions from the Lord. Where all religions teach goodness.
All humanbeings have the knowledge that is derived from God. Because human birth hasbeen awarded the intellect and mind that allows human becoming knowledgeableand distinguishes human from other living beings.The first principle of Pancasila contribute to an education whichexplains that God sent down a revelation to mankind through His envoy, so thatit becomes a revelation to human knowledge. Human acquire the truth andknowledge through revelation given by God to man. That knowledge can be used asguidance in educating a person to be personally devoted to his Lord.2) Just and Civilized Humanity(Kemanusiaan yang Adil dan Beradab)The Sila 2 has role in teaching teachers how to educate a man with asense of humanity.
Educate people in order to become a person who has a senseof humanity. Educate with a sense of humanity to not only selfish, but caringto others. Because men are essentially parallel to another human being, thereis no class of higher and lower, the difference is only on their devotion toGod.3) The Unity of Indonesia (Persatuan Indonesia)This sila teaches us to unite in our differences in religion, culture,race, ethnicity and so on, but we remain the same which Indonesian citizensbased on the Pancasila. Although we are different, we are not the same but withthe oath of youth, we have spilled the same blood, the same nation and the samelanguage as a unifying differences between us all.
In terms of education, sila 3 plays a role in the way of teaching inschools. One example is that although every school has the authorityrespectively in the learning process as well as the management of the school,but the school should remain guided by the same applicable curriculum. Whateverthe form of learning, whatever type of method used, any book materials andaims, but schools should not deviate from the curriculum that has beendetermined. The curriculum contains standards of competence.
This basiccompetence unites and equalize schools in Indonesia. 4) Democracy, Led by The Inner Wisdomof deliberations Representative (Kerakyatan yang Dipimpin oleh HikmatKebijaksanaan dalam Permusyawaratan/Perwakilan)This sila teaches us to democracy, particularly for deliberation toaccept the opinions of others. In education this sila becomes a reference inmaking decision.
Through a joint agreement that will produce a consensustogether. As for example in class, when the teacher assigned his students todemocratize with a problem. So through this task, the students have started tobe taught to democracy by issuing opinions and respect others opinion.5) Social Justice for All The Peopleof Indonesia (Keadilan Sosial bagi Seluruh rakyat Indonesia)This sila plays role in the education. Where a leader must be fair toall members in education and does not discriminate against one another.In education, this principle plays a role in teaching as a teacher mustnot discriminate the students.
Discriminate between the rich and the poor, theignorant and the smart one, etc. A teacher must give the same attantion to allhis students.In terms of knowledge, this sila teaches us that knowledge should begiven equally to everyone, no exception.According to the explanation above, Pancasila has some role in education,as the following.1) As The Basis and Purpose ofEducationEducation is closely related to values ??and norms. Because of thenature of education itself is humanizing. Based on the significance of thecontents of the Pancasila, then everyone involved in education have a basis todefine the goals, curriculum, teaching methods, and so on.
Pancasila as the basis and purpose of education is the basis for the implementation of the Indonesian nationaleducation. Through Pancasila, national education can be more focused indirections and achieving goals.The purpose of education in Indonesia in accordane with the opening ofthe Constitution of 1945 that states educate life of the nation. But not justsmart in terms of intellectual, but also intelligent sense of character inaccordance with the prevailing values ??and behave intelligently.
This is how Pancasila plays rolein creating the Indonesian people, who are not only smart in terms ofintellectual, but through Pancasilasomeone is taught to be good in personalitiesso that they behave intelligently. Pancasila is expected to create a personthat obedient to his Lord, has the sense of humanity, unity, democracy and beable to do justice to all of God’s creatures.2) As A Basic curriculumThe purpose of education to achieved must be in accordance with thecurriculum.
So in the formation of the curriculum should be based on Pancasilaso that the general purpose of national education of Indonesia can be achieved.If it is based on Pancasila, achieving school education goals would be morefocused.The curriculum is describing all the things that will be studied for theintellectual life of the nation. For that, the establishment of the curriculumshould be adapted to the Indonesian national goals so educational purposes canbe achieved accordingly. The determination of the curriculum should beaccording to the values that ??contained in Pancasila.
CHAPTER IIICLOSING A. ConclusionFrom the explanation above, it can be conclude that education is an importantaspect of building a nation. Almost all nations put the development ofeducation as a priority in the National Development Program. Quality of humanresources is the result of a good education and are key to the success of aState.Therefore, quality education is crucial because it provides a veryimportant role both for oneself, others or the State.
Of course, there arefactors that affect the quality of education, including students, teachers,curriculum, facilities, and the learning process. Thus, efforts should be madeto achieve quality education by improving the quality of each of these factors.Not only that, Pancasila also plays an important role, namely asguidelines for the implementation of education system reforms. Pancasila isexpected to support efforts to achieve quality education in Indonesia as wellas able to cope with strong currents of globalization which potentially erodenative cultures of Indonesia. Therefore, Pancasila included into the compulsorysubjects in the curriculum, that we are familiar with Pancasila and CitizenshipEducation.B.
SuggestionBased on the conclusions above, the author suggest the following. 1) As the nation’s next generation,each student must recognize that education is very important in dealing withthe negative impacts arising from globalization and technological developments.2) The government should improve thewelfare of teachers, as well as allocating revenue to the state budget atcentral and local level so that quality and adequate education facilities canbe built.3) Every Indonesian citizen shouldincrease interest in reading in order to broaden their knowledge so thatquality education can be achieved.
